The city is a complex organism, in constant flux, developing under the influence of many, inextricably interlinked influences. The city is subject to the vagaries of time: its structures fall into disrepair and living conditions can worsen. It is essential to make every effort to tip the scales towards sustainable development and health for all.

Every actor in a city has a role to play in its future. This booklet shows how good judgement, based on simple rules, can build the city of the future, where the environment, society, the arts, economics and politics can grow in harmony together.

Ways are suggested for overcoming the apparent conflicts inherent in town planning, and for encouraging the sustainable development of tomorrow's city.
